Lucia Martel-DowPresident: Lucia Martel-Dow

Lucia Martel-Dow, Vice President of the Board of Education, was originally appointed to the Board in January 2021, filling a vacant seat. She was then elected to serve for four years in the November 2022 General Election.

She currently serves as a Board liaison on the following committees:  Superintendent’s Student Advisory Council and Marin County School Board Association. In addition, she serves as an alternate to the District English Learner Advisory Committee (DELAC); the City/County/School District Liaison Committee; Marin County Efficiency and Effectiveness (E2) and the Community Schools Advisory Council.

Lucia joined the Immigrant Legal Resource Center (ILRC) in 2021 as Director of the New Americans Campaign (NAC). The NAC is a national collaborative committed to increasing the number of lawful permanent residents who naturalize in the United States. Before joining the ILRC, Lucia worked as Director of Immigration and Social Services at Canal Alliance. She oversaw the immigration legal program and the social services department, offered legal representation, and advocated for policies advancing immigrants in Marin County, CA. Lucia was born and raised in Venezuela, where she attended law school. She was a member of the Venezuelan Foreign Service before moving to Madrid, Spain, where she worked on human rights and immigration policy issues in an international organization serving 22 Ibero-American countries. In 2007, she moved to San Francisco to be with her husband. Lucia worked in the non-profit sector and later ventured into the corporate world as a compliance consultant in the financial industry.

Lucia has a Master of Laws Degree from University of California, Hastings College of the Law and a Master of Laws in International Law and International Relations from the Complutense University of Madrid. Lucia is bilingual in English and Spanish. She lives with her husband and eight-year old daughter in the Marinwood neighborhood in San Rafael.

Carolina Martundefinedn

Carolina Martín was appointed to the Board in March 2022, filling a vacant seat. She was then elected to serve for four years in the November 2022 General Election.

Carolina serves as a Board liaison on the following committees: Marin County School Board Association;  Marin County Golden Bell; Marin County Efficiency and Effectiveness (E2); Marin Promise Partnership Council; and the HeadsUp Foundation. In addition, she serves as an alternate on Elementary District Budget Advisory; Capital Facilities Executive Planning (CFP); Superintendent's Parent Advisory Council and Marin Promise Partnership Council. She also serves on the Glenwood Elementary's School Site Council.

Carolina brings experience as a classroom teacher, a school-site council member, an education nonprofit leader, in addition to active community involvement, to her service on SRCS’s Board of Education. As a parent with two children in the District, and as an immigrant to this country, Carolina is committed to supporting children and young adults seeking access to education and meaningful careers. 

As Vice President of Development for United Way Bay Area, Carolina mobilizes the Bay Area to assist people living in poverty and to dismantle its root causes in our communities. Previously, she led fundraising and operations at award-winning education non-profit organizations, including: Donors Choose, Summerbridge, Students Rising Above, and Hispanic Scholarship Fund. Additionally, Carolina has helped to raise over $20M in philanthropic partnerships to support entrepreneurs of color. 

Carolina currently serves on the Board of Directors of Bridge the Gap College Prep and San Rafael Little League. Outside of work, she enjoys spending time with her family, coaching her daughters’ baseball team, running with her dog, cooking, traveling, and being outdoors.

Mark KoernerBoard Member: Mark Koerner

Mark was appointed to the Board in January 2024. Mark is a passionate advocate for the arts, trades and financial literacy in education. He currently has an eighth grader at Miller Creek Middle School and a tenth grader at Terra Linda High School. Mark serves on the Miller Creek Budget and LCAP Advisory Committee, the Miller Creek School Site Council and the UCLA Venture Fund Investment Committee. Mark brings over 20 years of experience in technology, operations and product management, spanning projects in ed-tech, healthcare and entertainment. He currently leads an innovation and design consulting firm with projects in ed-tech and play-based learning. 

He previously served as VP of Product and Co-CEO of Dictionary.com, where he led the long-term strategic roadmap, including building educational products and tools, and served student communities in Oakland and Detroit with education-based services and events. Mark has also held leadership roles in a health and wellness platform and a youth-based virtual world, managing product strategy, fundraising and financial performance. He started his career as an artist for Disney Feature Animation Films and a production designer for Sony Computer Entertainment.

He is committed to perpetuating education in the arts, communication and business to set the foundation for students to find careers marked by innovation, creativity and joy. He believes that education has the power to build healthy and happy communities and bring all people together.

When he's not working, Mark enjoys spending time with his wife, two sons and their adventurous dog Riggs. He also loves traveling, building, exploring and taking things apart. Currently, he's rekindling his artistic passion by attempting to master plein-air watercolor painting.

Mo de Nieva-MarshBoard Member: Maureen "Mo" de Nieva-Marsh

Maureen "Mo" de Nieva-Marsh was appointed to the Board in October 2023, filling a vacant seat. Mo is an award-winning, fervent proponent of civic engagement among underrepresented groups and communities with a personal goal of diversifying the leadership landscape throughout her career. She believes Filipin(o/a/x) representation matters. She serves as the Director of Whole Family and Community Services at Community Action Marin. Mo helps connect families to resources to help move them from crisis to thriving in Marin.

She has over 20 years of experience working with government agencies and nonprofits fulfilling the following missions with an equity and accessibility (A11y) lens: public health policy, community messaging, crisis communications, inclusive group facilitation, impactful social media strategy, sustainable grant, and project management, advocacy, effective public speaking, employee recognition and engagement, and youth empowerment.

Mo previously served as a Deputy Public Information Officer for the County of Marin during emergency response and was the strategist and advisor for the launch of the Marin County Office of Equity, award-winning RxSafe Marin (now OD Free Marin), and youth-empowered Marin 9 to 25 initiative. At the County of Marin, her primary duties included contract management, community engagement, and health equity work in both Public and Behavioral Health - Substance Use Services at Marin Health and Human Services while serving as the Co-President of the employee-driven Marin Asian Public Local Employees (MAPLE) affinity and resource group.

She is a passionate non-profit board member of Asian American Alliance of Marin and YWCA Golden Gate Silicon Valley. Active community volunteer with Habitat for Humanity Greater San Francisco - Young Professionals. Past President and Charter Member of the Rotary Club of San Rafael Evening. A proud alumnus of Dominican University of California -- Bachelors of Arts in Political Science in 2007 and Masters of Business Administration in 2019.

Mo lives in San Rafael with her husband Donald, dog Trigger, and cat Harley. When not volunteering or practicing Spanish, Mo and Donald can be found playing co-ed softball or singing karaoke duets together in Marin.

Marina Palma

Board Member: Marina Palma

Marina Palma was elected to the Board in November 2020. She currently serves as a Board liaison on the following committees: District English Learner Advisory Committee (DELAC) and Marin County School Board Association.  

Marina is the mother of six children and the grandmother of nine. As an immigrant and mother, her passion has always been to advocate for immigrants’ rights and education. She has been a community organizer and advocate for the Latino community for over 20 years. 

Due to the lack of access to extracurricular programs and sports for children in the Canal - especially for girls and boys - Marina, along with other volunteer members of the former Canal Community Council, founded the Canal Mini Soccer League, a women's soccer team and a soccer clinic for boys and girls. Canal Mini Soccer League offers opportunities for children to play sports and parents to build community. After the Canal Community Council ended, Marina became the Canal Mini Soccer League Coordinator, which she continues to this day.

Marina is also a founding member of Voces del Canal, which is a coalition of Canal leaders who came together to organize community-driven advocacy efforts. In partnership with local government and community based organizations, Voces del Canal affirmed its role as a true local expert and empowering the collective experiences of Canal residents to realize their vision of a stronger and safer Canal.

Marina works for the City and County of San Francisco, as a Senior Eligibility Worker. Her vision to see all children graduate ready for a higher education; their well being and safety are what drive her to continue to advocate.
