In November 2002, City of San Rafael voters authorized a $49,300,000 General Obligation Bond by approving local ballot "Measure B" to fund the repairs and replacment of San Rafael elementary and middle school facilities. As required by state law with passage of the bond measure, an independent Citizens' Oversight Committee was established and appointed by the board of education.
